    Home Care ServicesThe Consumer Directed Personal Assistance Program (CDPAP) is an alternative New York State Medicaid funded home health care program. This program provides infrastructure and support services for people with disabilities and the elderly (or their designated representative) who choose to use an alternative to the "traditional" model of home care provided through a nursing agency. Under CDPAP, each County Department of Social Services determines and refers consumers, who they deem eligible, and it is the consumer who recruits, hires, trains, supervises and terminates his-her workers (Personal Assistants [PA's]), not Consumer Directed Choices, therefore it is the consumer who is the employer. Consumers who use CDPAP are responsible for all recruitment, including all "back-up" workers in the case of a worker's inability to report to work.     Home Care ServicesProvides those who are chronically ill or who have physical disabilities the freedom and flexibility to hire, train, and supervise their caregivers so they can remain at home, participate in the communities where they live, and avoid a nursing home or group home placement. The consumer recruits, interviews, hires, trains, and dismisses their own staff.
