|Health/Medical Care Services||The Consumer Direct Program allows Medicaid recipients to hire, train and fire their own personal care attendants. Albany County makes the final determination on who is appropriate for the consumer directed program. Consumers must be self-directing or have a surrogate. Attendants can do whatever tasks are agreed upon between the client, caseworker and attendant, including more complex medical tasks that are not allowed by a traditional personal care aide, such as suctioning, dispensing of medication, and tube feeding. Training for attendants is done by the consumer or their surrogate.

|Home Care Services||The Consumer Directed Personal Assistance Program (CDPAP) is an alternative New York State Medicaid funded home health care program. This program provides infrastructure and support services for people with disabilities and the elderly (or their designated representative) who choose to use an alternative to the "traditional" model of home care provided through a nursing agency. Under CDPAP, each County Department of Social Services determines and refers consumers, who they deem eligible, and it is the consumer who recruits, hires, trains, supervises and terminates his-her workers (Personal Assistants [PA's]), not Consumer Directed Choices, therefore it is the consumer who is the employer. Consumers who use CDPAP are responsible for all recruitment, including all "back-up" workers in the case of a worker's inability to report to work.
