General Information
Description of ServiceDuring the heating season COI accepts HEAP applications from Columbia County residents. This program provides help with a household’s annual energy costs. HEAP also offers an emergency benefit and emergency equipment repairs for households with a heat related emergency.

The HEAP Cooling Assistance Program will provide for the purchase and installation of air conditioners not to exceed $800 or a fan to eligible households.

Helpful TipsHeartShare is the new administrators of the Project Share Program. This program is sponsored by NYSEG and is a heating fund for low income residents that live in the NYSEG & RG&E territory. Project Share is a payor of last resort.

EligibilityTo be eligible for Project Share an applicant must be a Columbia County resident and meet the following guidelines: Client must have an energy emergency, Client must be active in the military or a veteran.

If a client does not meet these guidelines they must meet the following guidelines: Client must have an energy emergency, Client must meet the HEAP income guidelines, Client must be 60 plus, or Client must be disabled.
