General Information
Description of ServiceA federally funded, means tested, seasonal program (usually November-March) which assists eligible families, seniors and individuals with permanent disabilities with the following benefits:

Regular HEAP: can issue financial assistance for payments to the primary household fuel source.

Emergency HEAP: may be applied for and authorized if a household presents with an emergency situation (such as a shut-off notice or less than ¼ tank of deliverable fuel) after already having received regular HEAP.

Furnace Repair/Replacement HEAP: helps low income homeowners repair or replace furnaces, boilers and other direct heating components necessary to keep the home’s primary heating source functional.

Cooling Assistance Program: provides assistance for the purchase and installation of one air conditioner per household, once in 10 years. Household MUST produce a doctor’s statement verifying that the air conditioner is medically necessary. In circumstances where an air conditioner cannot be safely installed, a fan will be provided.

Additional RequirementsProof of income, proof of residency, utility bill with address, photo ID, Social Security card, verification of tenant record and household composition. Additional documents may be requested.

EligibilityRegular HEAP Eligibility: Low income families with children under 6, individuals ages 60 and up, and those with a permanent disability, receiving Food Stamps (SNAP), TANF or SSI.

Emergency HEAP Eligibility: Low income families and individuals who have already received HEAP and are dealing with an emergency situation

Furnace Repair/Replacement Eligibility: Low income homeowners

Cooling Assistance Program: HEAP-eligible households with a member who has a documented medical condition exacerbated by heat.
